Transport Ministry of Transport
Using digital mapping to analyse crash statistics, improve New Zealand's road network and save lives

A crash analysis system.

Summary
The Ministry of Transport promote New Zealand's land transport sustainability and safety and allocate Government funding for land transport. Land Transport contribute to the five objectives of the NZ Transport Strategy - assisting economic development; assisting safety and personal security; improving access and mobility; protecting and promoting public health; and ensuring environmental sustainability.

Challenge
The Ministry of Transport wanted to use a definitive source to identify common trouble spots on New Zealand's roads to be able to determine cause and potential remedies in order to reduce risk and fatalities.

Solution
A crash analysis system using a digital road network designed by Critchlow to link to Road Asset Maintenance and Management (RAMM) databases, managed by local authorities and Transit New Zealand. These databases were subsequently used to track road conditions.

There were additional challenges to be resolved to make the solution work. The Ministry of Transport's Crash Analysis System necessitated a link being assigned between every segment of Critchlow's digital New Zealand road network and every road and carriageway segment record in the Road Asset Maintenance and Management databases.

The project has an added benefit for all users of RAMM databases since Critchlow is investigating every inconsistency uncovered and then correcting them. Examples of this include roads that appear not to have a RAMM record, differences in road naming and road length.
